PPWR: What the New EU Packaging Regulation Means for Businesses
The PPWR has applied across the EU since 12 August 2026 and introduces phased requirements for packaging design, recyclability, material use, labelling and documentation. Environment
The Packaging and Packaging Waste Regulation (PPWR) creates a harmonised regulatory framework for packaging across the EU. Its requirements are being introduced in stages and affect packaging placed on the European market, including cartonboard packaging.
Key topics include design for recycling, packaging minimisation, harmonised labelling and technical documentation. For packaging development, this means that material choice, construction and finishing increasingly need to be considered together with the applicable regulatory requirements. Some major provisions, including requirements for recyclable packaging, apply from 2030.
Our knowledge article provides an overview of the PPWR and highlights aspects relevant to companies using paper and cartonboard packaging.
